A Village Administrative Officer (VAO) is the Tamil Nadu Revenue Department's officer for one or more revenue villages. The VAO keeps the village land records and accounts, collects land revenue, registers births and deaths, sends enquiry reports for community, income and nativity certificates, protects government land, and reports floods, fires, crimes and law-and-order trouble to the taluk office. There is no separate VAO exam in Tamil Nadu: TNPSC fills the post through Group 4. The 2026 notification has 291 VAO vacancies, and the exam is on 10 January 2027.

Who is a Village Administrative Officer?

The VAO is the revenue official closest to the people. From the Revenue and Disaster Management Department's policy note for 2026–27:

The Revenue Inspector supervises the VAOs in a firka, and above them the Tahsildar runs the taluk. The policy note lists 12,646 sanctioned VAO posts, fewer than the number of villages, so one VAO can hold charge of more than one village.

The post goes back to 1980. Before that, villages had part-time, hereditary officers such as the headman and the karnam. The Tamil Nadu Abolition of Posts of Part-time Village Officers Act, 1981, in force from 14 November 1980, abolished them and created the Village Administrative Officer: a whole-time government servant for one or more revenue villages, in a separate category of the Tamil Nadu Ministerial Service.

VAO work details: duties and responsibilities

Sources for this list: the Revenue Department's policy notes for 2026–27 and 2025–26, the 1981 Act and a 2011 Madras High Court judgment (W.P. No. 7922 of 2011).

  • Land records and village accounts. The VAO maintains the village accounts, including the adangal, the basic land register of each village: land classification, extent, assessment, crops cultivated and irrigation source. Its entries are used to assess food-crop production and to give relief when floods or drought damage crops. The taluk office issues patta, chitta and adangal extracts with the VAO's help.

  • Land revenue and dues. Under the 1981 Act, the VAO collects land revenue, taxes and other sums due to the government.

  • Certificate enquiries. For community, income and nativity certificates, the VAO sends a report on the applicant. The certificate is signed higher up: the Group 4 notification accepts community certificates issued by the Tahsildar (for BC, BCM and MBC/DC candidates, also by designated Deputy Tahsildars; for Scheduled Tribes, by the Revenue Divisional Officer, Assistant Collector or Sub-Collector).

  • Births and deaths. The VAO maintains the village's birth and death registers.

  • Government land and trees. The VAO protects government land, answers for preventing and reporting encroachments, and is responsible for the avenue trees on public roads in the village (Revenue Standing Orders 21 and 18-B, as cited by the High Court).

  • Disasters. The VAO informs superior officers about fires, floods, cyclones and other calamities. The State Disaster Management Plan 2023 names the VAO, with the panchayat and local groups, among those to be involved when an emergency hits a village.

  • Law and order. The VAO reports law-and-order trouble that is building up, informs the police about murders, suicides and suspicious deaths, and assists the investigation.

  • Government schemes. The department can assign other duties, including carrying out government schemes in the village. For example, VAOs keep the registers of the Chief Minister's Uzhavar Pathukappu Thittam, the welfare scheme for farmers and farm labourers (2026–27 policy note, p. 52).

A VAO has to live in the village

The Tamil Nadu Ministerial Service Rules, as the High Court quoted them in the 2011 case (a public interest petition about VAOs living in towns), say every VAO has to live in the village under their charge for as long as they hold the post. The rule was still being enforced in 2019, when the Commissioner of Revenue Administration told 23 Collectors to run surprise checks and take disciplinary action against VAOs not living in their villages (The Hindu). If you'd rather live in a town, think about this before you put VAO first at counselling.

How to become a VAO in Tamil Nadu: TNPSC Group 4

Tamil Nadu has no separate VAO exam. VAO is one of the posts filled through TNPSC's Combined Civil Services Examination – IV, better known as Group 4. If a search for "VAO exam date 2026" showed you other dates, they're probably for another state's VAO recruitment, such as Karnataka's. For Tamil Nadu:

In the 2026 notification, VAO is post code 2025, in the Tamil Nadu Ministerial Service, on pay Level 8, with 291 vacancies. TNPSC says the count is tentative and that the unit-wise split will be announced later.

You write the same paper as every other Group 4 candidate: 200 questions for 300 marks, and Part A (Tamil) has to reach 60 of 150 before the rest is marked. There's no VAO-only subject; see the Group 4 syllabus page. New to TNPSC? Start with One Time Registration; the application steps are in our Group 4 notification 2026 post.

VAO exam qualification and eligibility

Education. The notification asks VAO applicants for the "minimum general educational qualification", which it defines as a pass in Tamil Nadu's SSLC examination. A 10th-standard pass from the Board of Open School, Tamil Nadu counts as SSLC. You don't need Class 12 or a degree. If your Class 10 is from another board, read the notification's rules on equivalence. The qualification must be in hand by 6 October 2026.

Tamil. As for every Group 4 post, you need adequate knowledge of Tamil: SSLC, HSC or a degree with Tamil as a language, Tamil-medium high school, or a pass in TNPSC's Second Class Language Test.

Age, as on 1 July 2026. VAO has its own age rule:

Candidate

Must have turned

Must not have turned

General ("Others")

21

30

BC, BCM, MBC/DC, SC, SC(A), ST

21

40

Persons with benchmark disability

21

40 general, 50 reserved

Ex-servicemen

21

48 general, 53 reserved

Destitute widows

21

40

Three things set VAO apart from most Group 4 posts:

  • The minimum age is 21, not 18. At 18 to 20 you can still write Group 4 this year for Junior Assistant, Typist and other posts with an 18 minimum, but not for VAO.

  • A degree doesn't raise the limit. For most Group 4 posts, reserved-category candidates with a qualification above SSLC have no upper age limit. The VAO row of the age table carries no such exception, and para 4.1.3 says the maximum-age instructions in para 5A of TNPSC's Instructions to Applicants don't apply to VAO. So for reserved categories the ceiling stays at 40, degree or not (50 with a benchmark disability, 53 for ex-servicemen).

  • Only some disabilities are identified for the post. The notification lists the benchmark disabilities for which the VAO post is suitable, including low vision, hard of hearing and some locomotor disabilities. Check para 4.6 before you claim the reservation.

As with every Group 4 post, general-category candidates with five or more years of government service can't apply. When you join, you hand in a physical fitness certificate, and your eyesight has to be Standard III or better.

After the exam: verification, counselling and training

TNPSC ranks everyone on total marks; our Group 4 result post explains what gets published. For VAO, onscreen certificate verification calls candidates at 1:3 of the vacancies for the general turn and 1:2 for reserved turns. Physical certificate verification and counselling follow at 1:3 and 1:1.5, and you pick a post in order of rank. How all this turns into a cut-off for each community is explained in Group 4 cut-off marks.

Training: the Revenue Department's 2015–16 policy note said new VAOs got 10 weeks of training, four of survey work and six of administration. We couldn't find a newer official figure, so it may have changed.

VAO vacancies are counted district by district. In November 2025 the Village Administrative Officers Association told the Madras High Court that the Commissioner of Revenue Administration conducts one-way transfer counselling once a year, through which serving VAOs can move to another district, and the court passed an interim injunction against filling 218 VAO posts by direct recruitment (The Hindu).

VAO salary in Tamil Nadu

VAO is a Level 8 post. Basic pay starts at ₹19,500 a month and can rise to ₹62,000 over a career (G.O. Ms. No. 303, Finance, 2017), the same level as Junior Assistant and Typist. Dearness Allowance, house rent allowance and other allowances come on top. Our Group 4 salary guide works out take-home pay and puts VAO and Junior Assistant side by side.

VAO promotion

We couldn't find a current official order that says which post a VAO is promoted to, or after how many years, so we aren't printing a ladder. Be wary of fixed timelines on other sites; serving VAOs in your district are the best guide. One related fact is official: not every VAO post goes through TNPSC. The 2015–16 policy note shows VAO vacancies also being filled by compassionate appointment and by promoting Village Assistants.

Is VAO the right post for you?

VAO pays the same as Junior Assistant, so choose on the work. VAO means living in a village, field work, people all day and monsoon duty. Junior Assistant means a desk, fixed hours and far more posts, most of them at the same level. You choose at counselling in rank order, so settle your preferences before the result comes out.

Every Group 4 post, VAO included, is decided by the paper on 10 January 2027. Thervu's Group 4 mock tests are timed, in Tamil and English, and marked the moment you submit, and the questions you get wrong come back in your revision queue. The TNPSC Group 4 exam guide covers the pattern and selection in one place.
